Every powerful technology quietly redistributes power — the question that decides the future is whether it concentrates it in few hands or spreads it to many.
We’ve looked at technology’s effects on workers and institutions; now the biggest lever of all — power. Every transformative technology reshapes who has power: between nations, between companies, and between the powerful and everyone else. And there’s a single second-order question that, more than almost any other, determines whether a technology makes the future better or worse: does it concentrate power in few hands, or distribute it to many? The same invention can do either, and which one it does is one of the most consequential things to reason about. Hold the question: what makes one technology a tool of centralized control and another a force for empowering ordinary people?
Technology redistributes power — between nations and within them
Power isn’t fixed; technology is one of the great redistributors of it. Between nations, frontier tech has become a central axis of geopolitics: whoever leads in the strategic resources behind it — compute and advanced chips (lesson 7), energy (lesson 8), AI capability, key minerals — gains economic and military advantage, which is why these have become objects of intense international competition and control. Within societies, technology shifts power between the powerful and the ordinary: it can hand new capabilities to individuals (a phone that gives anyone a library, a camera, a global audience) or hand new leverage to whoever controls the technology (mass surveillance, algorithmic influence). So when you evaluate any powerful technology, a core question is whose hand does it strengthen — and the answer is rarely neutral.
The decisive question: concentrate or diffuse?
Here is the pivotal second-order lens. A technology tends to diffuse power (spread it to many) when it’s cheap, accessible, and hard to monopolize — like the printing press, the personal computer, or the early internet, which put capabilities in billions of hands and let small players challenge big ones. It tends to concentrate power (gather it in few hands) when it’s expensive, scarce, or subject to strong network effects and control — requiring resources only a few can afford, or creating winner-take-most dynamics (lesson 33) where whoever leads pulls further ahead. The crucial insight for AI and other frontier tech: the same technology can go either way depending on how it develops — cheap, open, and widely available (diffusing power) or expensive, closed, and controlled by a few (concentrating it). Which path it takes isn’t predetermined; it’s shaped by cost curves, openness, policy, and choices — which is exactly why it’s worth reasoning about now, while the path is still being set (path dependence, lesson 36).
The same technology, two futures: • Diffusing path: a powerful AI becomes cheap and widely available → billions get a capable assistant, small businesses compete with giants, power spreads. • Concentrating path: the most powerful AI stays extraordinarily expensive to build (vast compute, data, energy) and is controlled by a few → those few gain outsized economic and strategic power. • Same invention; opposite effects on power, decided by how cheap, open, and controllable it becomes.
Reasoning about power without doom or naïveté
The grounded stance holds the honest tension. Naïve techno-optimism assumes every new tool automatically empowers ordinary people (“technology is inherently democratizing”) — but that’s not guaranteed; plenty of tech concentrates power. Reflexive doom assumes every tool becomes an instrument of control — but that’s not guaranteed either; plenty of tech has genuinely spread power and lifted billions. The truth is that it depends, and the outcome is partly a choice — shaped by how technologies are built, priced, regulated, and opened. That’s the empowering, non-fatalistic view: the distribution of power in the future isn’t handed down by the technology alone; it’s influenced by decisions being made now about access, competition, and openness. So the forecasting skill this lesson adds: for any powerful technology, ask “does this concentrate or diffuse power, and what would push it toward the better path?” — because who ends up holding the power may shape the future more than the raw capability itself. Optimism here means working for the diffusing path, not assuming it. (Optimistic-but-grounded — a lens for thinking, not a political prescription.)
Think of water and land. Rainfall (a new technology) can either spread across a region — reaching every farm, greening the whole valley — or be captured upstream by whoever builds the biggest dam, leaving them with all the water and everyone downstream parched. The rain itself is neutral; whether it nourishes many or enriches a few depends on the terrain, the dams, and the rules about who may build them. Powerful technologies are that rainfall: capable of watering everyone or of being dammed by a few, and the difference is decided not by the rain but by how cheap, open, and controllable the “water” is — which is something societies can actually influence, if they choose to before the dams are built.
Assessing a technology’s effect on power: 1. Whose hand does it strengthen — individuals/many, or controllers/few? 2. Is it cheap, accessible, hard to monopolize (→ diffuses) or expensive, scarce, network-effect-driven (→ concentrates)? 3. Could the same technology go either way depending on cost, openness, and policy? (Usually yes.) 4. Ask what would push it toward diffusion — because the path isn’t fixed, and who holds the power may matter more than the capability itself.
