Institutions Under Pressure
Technology changes fast; laws, schools, and governments change slowly — and the widening gap between them is one of the defining stresses of our era.
Last lesson looked at how technology stresses workers; this one looks at how it stresses the institutions that hold society together — laws, courts, schools, media, governments. Here’s the structural tension at the heart of our era, and it follows directly from tools you already have: technology changes exponentially and fast (lesson 1), while institutions change slowly (they’re path-dependent and hard to coordinate — lessons 36–37). That mismatch guarantees a widening gap between what’s technologically possible and what our rules, norms, and institutions are built for — and that gap is where a huge share of modern turbulence lives. Hold the question: what happens when the world changes far faster than the institutions meant to govern it?
The pacing problem: fast tech, slow institutions
The core dynamic has a name: the pacing problem — technology accelerates while institutions lag. Institutions change slowly for structural reasons you’ve already met: they’re path-dependent (built around old assumptions, expensive to change — lesson 36) and they require coordination among many people to update, which is hard and slow (lesson 37). A law takes years to write and pass; a school curriculum takes years to revise; norms shift across generations. Meanwhile a new technology can go from lab to billions of users in a few years (exponential adoption, lessons 1, 35). So the two run on wildly different clocks, and the gap between them widens precisely when technology speeds up — which is exactly what’s happening now. This isn’t a flaw in any one institution; it’s a structural consequence of the two speeds.
The second-order effects of the gap
What does that widening gap actually cause? Several second-order effects worth naming. Rules lag reality: laws and regulations end up governing a world that no longer exists — written for old technology, awkwardly stretched over new (think of decades-old rules applied to the internet, or AI arriving with no framework at all). Old models break before new ones form: a technology can destroy the old way of doing something (how news was funded, how skills were taught, how elections were contested) faster than society builds a working replacement — leaving a painful, chaotic interregnum. And institutions face a hard choice: adapt fast (risking mistakes and instability) or move carefully (risking irrelevance as the world passes them by). None of these have clean answers, and pretending an institution can simply “keep up” underestimates how genuinely hard fast, wise adaptation is. Reasoning past the first effect here means seeing that the turbulence itself — the friction of institutions straining against a faster world — is a predictable product of the pacing problem, not a series of unrelated crises.
The pacing problem in action: • A powerful new technology reaches mass adoption in ~3 years. • The legal/regulatory response takes ~10 years to form (drafting, debating, coordinating, litigating). • For the ~7-year gap, the technology operates in a vacuum of outdated or absent rules → harms and benefits both run ahead of any framework. • By the time rules arrive, the technology has changed again — so the institution is perpetually governing the last era, not the current one.
The grounded view: adaptation is the real challenge
Now the balanced, optimistic-but-honest close. The pessimist’s error: “institutions are hopeless, everything is breaking.” The naïve optimist’s error: “institutions will just adapt, no problem.” The grounded truth is in between: institutions do eventually adapt — historically they’ve absorbed automobiles, electricity, and the printing press, evolving new laws, norms, and forms — but the adaptation is slow, messy, and lags the technology, and the lag itself causes real harm. So the defining challenge of a fast-tech era isn’t inventing the technology (we’re good at that); it’s the much harder problem of helping our institutions adapt faster and wiser — updating laws thoughtfully, rebuilding education for new skills, evolving norms — so the gap doesn’t widen into breakdown. This is genuine cause for both concern and hope: concern because the pacing problem is real and worsening, hope because institutions have adapted before and the adaptation is something we can consciously work at. The honest forecaster watches the gap, not just the technology — because how well our institutions keep up may matter more for the future than any single invention. Imagine a car that keeps getting faster every year, driven on roads, traffic laws, and driver training designed for a horse-and-buggy world. For a while you can muddle through — stretch the old rules, drive carefully — but as the car accelerates, the mismatch grows dangerous: the signs are in the wrong places, the speed limits are meaningless, nobody’s trained for this. The fix isn’t to ban the car (you lose its benefits) or to pretend the buggy rules are fine (people get hurt); it’s the hard, ongoing work of building new roads and rules fast enough to keep up with the car. Society is that town, technology is the ever-faster car, and our institutions are the roads and rules straining to catch up — which is exactly why the era feels turbulent.
Diagnosing turbulence with the pacing problem: 1. Is a technology outrunning its rules/norms/institutions? (Usually yes, and increasingly.) 2. Why the lag: institutions are path-dependent (l36) and coordination-heavy (l37), so they move slowly by nature. 3.
