Who Gets It, and When
A technology's effect on opportunity is set by who can access it and when — so the same tool can widen gaps early and level them later.
A powerful new technology arrives. At first only a handful of wealthy companies and countries can afford it, and the gap between the haves and have-nots widens — exactly the dystopia headline. A decade later it is a cheap app in a billion pockets, and a teenager in a remote village uses it to do things only elite institutions could before. Same technology, opposite stories. What decides which one you get? Hold that question; the answer is about access and timing, not raw capability.
Impact on opportunity depends on distribution, not just capability
A technology’s power does not reach people evenly. There is almost always a gap between invention (it exists) and diffusion (everyone can use it). Early on, the well-resourced get it first, which can temporarily widen inequality.
So the capability alone tells you little about who benefits. Access — who can use it, when, and at what cost — is what actually decides the opportunity story.
Cost curves turn early advantage into broad access — sometimes by leapfrogging
Here is the hopeful mechanism, built on the learning curve (Lesson 12): as a technology is produced at volume, it gets cheap, and cheap means it diffuses widely. Once it is cheap and general, it can level playing fields — even letting latecomers leapfrog older infrastructure entirely.
Mobile phones skipped landlines; mobile internet and banking reached people who never had a bank branch. So the same technology can concentrate advantage early and democratize opportunity later.
Building a landline network means laying wires to every home — hugely expensive — so for a century vast regions simply went without phones. Mobile phones needed only towers, far cheaper to deploy. As mobile tech rode its cost curve down, regions that never had landlines skipped that whole stage and went straight to mobile, then to mobile internet and mobile banking. The technology that began as a pricey toy for the few became a leveler — because it got cheap enough to diffuse.
Ask who, when, and at what cost — and do not assume
The skill: for any technology, ask who gets access, when, and at what cost, and watch the invention-to-diffusion gap.
The honest part: diffusion is not automatic or even. Access can stay blocked by cost, missing skills, weak infrastructure, or policy — and some technologies concentrate power rather than spreading it (where scale or data create winner-take-most dynamics). So the grounded-optimistic view: cheap, general tools are historically among the great equalizers of opportunity — but only once they actually reach people, which societies can either speed up or block. Whether a technology widens or narrows opportunity is not fixed by the tech; it is shaped by how fast and how fairly it diffuses.
Think of a new medicine. On the day it is invented it helps almost no one — scarce, expensive, available to a few — and the gap between those who can get it and those who cannot is at its widest. But as it is manufactured at scale and the price falls, it spreads until it is a cheap pill almost anyone can get, and then it helps most exactly where people had the least before. A technology’s power to equalize shows up not at invention but at diffusion — the story flips as the price falls and access spreads.

Year one: it is expensive and hard to run, so only big, well-resourced organizations use it — the gap between them and everyone else widens. 2. As it rides its cost curve down, it becomes a cheap app on an ordinary phone. 3. Now a student, a small shop, or a clinic in a place that never had such expertise can use it — access spreads, and those who had the least can gain the most. But check the brakes: if using it well needs skills, connectivity, or data that some people lack, or if scale lets a few players lock in winner-take-most advantages, the equalizing stalls.
